The effects of measures for limiting passenger cars circulation in the urban area of Genoa are discussed in the paper, with reference to their consequences on traffic intensity (i.e., the number of circulating vehicles), and to the levels of the main air pollutants, referring to air quality standards.
Traffic limitations lasted from September 1999 to May 2000 and from October 2000 to May 2001, covering a significant morning hours range (from 7.30 to 10.00 and from 8.00 to 11.00, respectively) in working days. Restrictions were applied in an extended zone of the municipal territory and concerned all private passenger cars, with the exception of those complying with the emissions standards fixed by 91/441/EEC directive (i.e., phase EURO I) and following. LPG, methane and electric cars, motorcycles, mopeds and other considered category of vehicles were not subject to the measures. After a review of the related legislation and a description of the limitations programme, an estimation of the circulating fleet (with and without restrictions) based on data from national vehicle registry is proposed and compared to experimental data on urban traffic. Measured and statistically processed levels of different air pollutants (CO, NOx, etc.) are then presented and discussed, in order to evaluate the effects related to traffic limitations.
