The Standard provides methodologies that will allow any operator in a biofuel or bioliquid chain to calculate the actual GHG balance of its operations in a standardised and transparent manner, taking all materially relevant aspects into account. It shall follow the Directive on the promotion of the use of energy from renewable sources, RED (2009/28/EC). Where appropriate the rules stipulated by the RED shall be explained and further elaborated. Where appropriate the Standard shall propose the use of optional or mandatory default values to cover particular items in the chain. Typical and default values shall be determined at various levels of detail from the whole chain to specific sections of the chain, and to specific steps in a section. The calculation methodology shall take into account ISO 14040 and ISO 14044 for Life Cycle Assessment. |

This standard specifies requirements relevant for the provision, by economic operators, of evidence that - the production of raw material has not interfered with nature protection purposes; - the harvesting of raw material is necessary to preserve grassland's grassland status; and - the cultivation and harvesting of raw material does not involve drainage of previously undrained soil. This standard is applicable to biofuels and bioliquids production, harvesting and cultivation. It is intended for reference in the communication on the practical implementation of the sustainability scheme that the European Commission is due to adopt in December 2009. |

The standard specifies system requirements for: (i) assessment of conformity with the sustainability criteria for biomass for energy applications; (ii) evaluation of the conformity of other standards with the arrangements defined in (i). (iii) the implementation, by economic operators, of the mass balance method of custody chain management, as set out in Article 18(1) of the Renewable Energy Directive (2009/28/EC); The standard relates to the systems for assessment of conformity with sustainability criteria, indicators and/or verifiers as defined by other CEN standards, together with assessment of conformity with chain of custody controls. The standard includes systems for the evaluation of other schemes and/or standards. It concerns the auditing, by Member States and by voluntary schemes (in order for them to be recognised by the European Commission under Article 18(4), second subparagraph, of the RED) of information submitted by economic operators. |
