Concerted Action (CA) took the initiative for a two-day meeting on 20 and 21 January 2014 to establish an exchange between the MS and the Liaison Committee concerning the usability of the CEN standards in relation to national context like building tradition and legislation. The Liaison Committee (LC) excepted the invitation to organize this two day event. In the CA vocabulary such an event is labelled as “Study Tour”. The purpose was to have the Member States (MS) share their views on usability of the CEN-standards from a governmental perspective and share these views with the LC. Until than the information exchange between the LC and the MS was quite structured mainly through the extensive questionnaires and additional requests for input on the CEN phase 1 drafts. In phase 1 CEN produced several documents providing guidance to the developers regarding usability of all individual standards and the set as a whole. Consequently a more clear insight is possible in the approach and the impact of the CEN-standards regarding the usability for the MS. A pre-structured consultation of the MS by means of questionnaires, to provide input to the LC, is not fully appropriate in this stage. A more face-to-face discussion is preferred to gain insight in the expectations and requirements of the MS. This also provides the opportunity for the MS to mutually interact about their expectations.
