The Core Theme 5 'Towards 2020 ¨C Nearly zero energy buildings' is focusing on questions
to Article 9 and Annex I of the Directive 2010/31/EU (EPBD recast). In Article 9, paragraph
1 of the EPBD recast it is written that ¡®Member States shall draw up national plans for
increasing the number of nearly zero-energy buildings.¡¯ Further definitions of what has to
be included in the national plans are described in the following paragraphs of Article 9.
