This double session offered the opportunity to learn about highlights and changes in the final version of the legal text for the Regulations and Guidelines of the comparative framework methodology for calculating cost-optimal levels of the minimum energy performance requirements for buildings and building elements. There was a step-by-step introduction to the framework and the Guidelines plus discussion of relevant topics related to the methodology. Furthermore there was a presentation of early experience gained by MS that have carried out a cost-optimality study of their national regulations for new buildings.
