Note:
As the countdown to transposition of the Recast EPBD begins, it is timely to take a look at the state of progress and intentions of MS in transposing Articles 10 & 20. Article 10 is concerned with Financial Incentives and Market Barriers, and includes a reporting requirement by MS to the Commission beginning 30th June 2011 (to coincide or indeed integrate with the National Energy Efficiency Action Plan) and subsequently updated every three years. Articles 10(4) and 10(5) provide for the Commission to assist Member States in setting up financial support programmes, and to analyse the effectiveness of the national supports listed in the NEEAP. Article 20 relates to the provision of information. Owners and tenants of building shall be provided with information on the different methods and practices for improving energy performance. Guidance and training shall be made available by MS to those responsible for implementing the Recast EPBD. Again, obligations are placed upon the Commission in relation to improved information services including promotion of available financial instruments. During this session we will seek to establish the state of progress of MS with regards to implementing Article 10 and 20. Will national information campaigns and financial incentives change as a result of transposition? Is it likely that MS will seek assistance from the Commission? Will new training programs be developed? A questionnaire was distributed to delegates prior to the meeting, to probe these and other issues. The results are presented as a starting point for discussion, to provide delegates with the opportunity to share ideas and identify best practice examples at this pre-implementation stage.
