Core Theme 5 'Towards 2020 – Nearly zero energy buildings' is focusing on questions related to Article 9 and Annex I of the Directive 2010/31/EU. As a first step into the more detailed discussions on definitions, studies and problems of Member States for the nearly zero energy buildings the Luxembourg meeting (in April 2011) has been used to collect and present the first available national applications of the definition of nearly zero energy buildings. A 'quick-and-dirty' survey amongst the CA3 participants resulted in 13 answers documenting different levels of the national application process. None of the answering countries had yet fixed and officially approved a national application of the definition for the nearly zero energy building while 4 countries had performed a study and developed a proposal for the national application that awaited the public consultation respectively an official approval. Another 6 countries have been performing studies and/or preparing the national application at that time. 3 countries foresaw to work on a study and or the national application lateron, 2 of them in 2011.
