The recast Directive opens the way for automatic building monitoring systems as an aid to inspection, or possibly a substitute for it. MSs are encouraged to install monitoring and control systems and, in the case of heating and air-conditioning, can do so to reduce the frequency of inspections or lighten them (Articles 8, 14, 15). Where inspection reports are issued the energy performance of the system inspected must be compared with the best available (Article 16), for which purpose a good estimate of current performance is necessary and a benchmark will be needed for the comparison. iSERV (Inspection of HVAC systems through continuous monitoring and benchmarking) is a new IEE project which started in May 2011. It is exploring the opportunity identified in an earlier project “HARMONAC” of improving the energy performance of Heating, Ventilation and Air Conditioning (HVAC) systems in the buildings of Europe through the use of automated meter data collection. This data will be used to rapidly identify Energy Conservation Opportunities (ECOs) for each system, as well as to help establish ranges of benchmarks for HVAC systems by activity served.
