EPBD Article 5 requires that MS perform cost optimal calculations to compare the national energy performance requirements with the cost-optimal measures for buildings The aim is that the national energy performance requirements should (at least) be as close as possi-ble to the outcome of the cost optimal calculations. All cost optimal calculation reports should have been delivered to the European Commis-sion and being analysed by Ecofys at the time of the Dubrovnik meeting. Thomas Boer-manns gave a presentation of some of the general findings of the MS reports. Ecofys makes an assessment report to the EC on each MS cost-optimal report. It is the EC that decide if the MS report is sufficient and if the MS must clarify any outstanding issues. From the assessment until now it is clear that not all MS fulfil the requirements given by EC in the Regulations (No. 244/2012 of 16 January 2012) for calculating cost-optimal levels of minimum energy performance requirements for buildings and building elements.
