In order to organize and manage an effective exchange it is crucial to connect the “world” of policy making and legislation with the one of the development of various standards that can be applied effectively. The scope, the vocabulary and the nature of the criteria differ significantly. Therefore it is crucial to provide create mutual understanding between the developers and the users of the set of standards. Usability criteria proposed by Member States may be conflicting or not realizable.
