Note:
This paper summarises economic reasoning on the needs and the limits of mobility and policies to reach a sustainable level of transport. In the eyes of most economists mobility is just an ordinary economic good. The quantity and the quality produced should be determined by the market forces of demand and offer. The main limit to mobility are the costs, including the external costs for the environmental impacts of transport. This means that transport prìces are too low and mobility exceeds by far a sustainable level. A short survey of some elements which lead towards a sustainable transport policy shows that an interdisciplinary mix of instruments is needed.
