Executive summary: According to article 18 of the EPBD and annex II, MS should install an independent control system to control the quality of the issued EPC’s and inspection reports. According to the annex, a random selection of at least a statistically significant percentage must be controlled each year. A lot of MS that have a running quality control system, use random selection but also targeted selection of the EPC to control. MS use different types of quality control. Targeted selection is done e.g. after complaints, but is also used after data mining in order to get as much output as possible with the available resources. The practice of MS on the quality control quota, was charted with a questionnaire. An example of quota was presented during the session. Portugal presented his study on which amount of epc’s that need to be controlled that is statistically significant. A group discussion followed about the interpretation of the different control option in annex II. It became clear that the text of annex II is not so easy to understand in a uniform way.
