Executive Summary:
A questionnaire asked Member States about their experiences of applying the cost-optimisation process required by the EPBD Recast.
11 responses were received. The areas that caused most problems were:
- Definition of reference buildings
- Reporting to the Commission
- Identification of the cost-optimal performance level.
This report summarises the responses and suggests that the nature of principal difficulties and the ways in which they were overcome should be further explored and shared
