‘Alternative measures’ may be chosen for inspection of heating systems (Art. 14(4)) or
inspection of air-conditioning systems (Art. 15(4)), or both. This technical session
concentrated on the alternative measures chosen by Members States (MSs) and how the
impact of them has been assessed and compared with inspection for the purpose of
reporting to the European Commission.
By the time of the CA meeting in Malmö, all (or very nearly all) of the 13 MSs who had to
report on comparative impact should have done so. The purpose of this technical session
was to discover what alternative measures were chosen, how impact was evaluated and
compared, and how the reports were prepared for the Commission. The difficulties and
problems encountered while doing so were the subject of discussion. As no common
methodology has yet been developed, it was expected that each MS would have a
different story to tell.
The conclusions from this session helped to set the agenda for a future meeting regarding
the methodology for evaluating inspection and alternative measures, and became the
subject for study by a CA Working Group.
