Note:
EPBD Article 5 requires that MS perform cost-optimum calculations to compare the national energy performance requirements with the cost-optimal measures for buildings. The aim is to have the national energy performance requirements (at least) as close as possible to the outcomes of the cost-optimal approach. From 2019, new public buildings, and from 2021, all new buildings have to be nearly zero-energy buildings. Logically, 2019/2021 shall be the meeting point of the cost-optimal approach and nearly zero-energy building definition.
